Lets presume that you have a chart of chords and that you already have a comprehension of how to play the guitar, read a diagram and place your fingers on the fretboard and strings effectively. Your following step would not be to attempt to learn every chord that is on the chart overnight.

A better strategy would be to start with only two to three easy to play guitar chords. These should ideally be from the same key or family. A key is a group of associated chords or a "family" that guitarists use when creating songs.

Take one chord at a time and learn the finger placement. Starting with the "A". Practice positioning your fingers down on the chord and lifting them up and reposition them again repeatedly. Do this as long as is comfortable for you. Don't be concerned about strumming at this point. This is termed developing "muscle memory".

Next try strumming. Strum all the strings that are to be played for that chord. You could hear muted or buzzing sounds from the strings. If this happens, continue to keep your fingers placed on the correct strings and attempt playing each string independently, listening to hear that a solid sound is coming from each string. Try out rocking your finger back and forth on each string until you get a clean sound.

Once you fully feel comfortable with your first chord = "A", try carrying out the very same thing for the next one. Practice switching between chords in a similar style. Place your fingers for "A" and lift and replace your fingers for "D", and back to "A". Continue this several times. Then you can add "E" to this mix. Start with the A, to the D to the E and keep looping this pattern or progression.

Don't get frustrated if your not improving as fast as you expect. With time and practice you will be strumming and have the ability to switch between chords easily.
